SUMMARY
What the title says - the scroll direction with the touchpad is always the exact opposite of what's configured in the touchpad settings.
This bug can not be observed in Dolphin or any GTK apps, so it's not a KWin or libinput bug.
Discover is affected as well though (not just on the sidebar but everywhere) and so is the application launcher; it's probably a problem with some component and not actually the system settings itself.
