SUMMARY

At least in Windows 10, using the Romanian Programmers keyboard layout some characters produced with AltGr key do not work. For example AltGr+a works, AltGr+s and AltGr+t do not work. They should produce Romanian characters in the editor and they have no effect, producing no character

STEPS TO REPRODUCE
1. in Windows select Romanian Programmers keyboard layout
2. in Kile's editor press AltGr+s. 

OBSERVED RESULT
Nothing happens 

EXPECTED RESULT
It should produce a Romanian character that looks like s.
