keyboard layout settings are ignored when keyboard daemon is not running


STEPS TO REPRODUCE
1. stop keyboard daemon in background services
2. logout and login 


I have only one keyboard and don't need any switching and BTW layout flags are also not appearing, so I disabled the kb daemon
