SUMMARY
Khotkeys in Plasma 5.19 and earlier used to import hotkey files from /usr/share/khotkeys/*.khotkeys if they weren't set as AlreadyImported in ~/.config/khotkeysrc

Now none are imported even if I delete khotkeysrc.


STEPS TO REPRODUCE
1. Save attachment as /usr/share/khotkeys/c0rn3j.khotkeys
2. (Re)move ~/.config/khotkeysrc
3. Restart plasma or reboot

OBSERVED RESULT
Nothing in Custom hotkeys aside from KMenuEdit


EXPECTED RESULT
C0rn3j group and others in Custom hotkeys

This randomly works again, not sure since when, but a fresh install of 5.22.2 does not have the issue.
