SUMMARY
Using dual monitors, Panels located on the right side of the left screen, with auto-hide feature, does not hide and become graphically glitchy 

STEPS TO REPRODUCE
1. setup a dual monitor
2. in the left monitor, create a panel
3. move it to the right side of the monitor.
4. configure it as auto - hide

OBSERVED RESULT
the panel try to hide but appear again several times

EXPECTED RESULT
the panel to hide

also , the same panel  start to flick  a lot at login

This still seems to be happening.
I can confirm it happens on a monitor border where there's another monitor.
It seems to hide but then immediately shows again, and when it times out and hides. it repeats the same thing.

Additional update. This seems to be the thrown error message:
