Timeout visual is just dashed

SUMMARY

When I get a notification the visual of the timeout looks weird (see Screenshot) and it's also not working correctly. As soon as I hover over the close button, the timeout timer resets. 

STEPS TO REPRODUCE
1. Send a notications
2. Optionally hover over the close button

OBSERVED RESULT

The timeout indicator is a very small dotted line, almost not visible and doesn't progress very smoothly. 

Additionally, it will reset itself if you hover over the close icon. 


EXPECTED RESULT

The indicator looks like usual (a blue not dotted outline, which is good visible). 

The timer won't reset if you hover over the close button.

Video KDE Neon - Defaults

I don't get the same dotted lines in my notifications, see video. This is stock KDE Neon Unstable with Breeze.

As for the timeout resetting I don't mind it doing that, it's not long and it gives you a chance again.

Presumably fixed by https://invent.kde.org/plasma/plasma-workspace/-/merge_requests/448. Will test it as soon as it's released.
