I'm running git master and see the highlight as I move my mouse cursor over each item, see video.

Looks like you're using a non-default Plasma theme. Which one is it?

When this bug occurs it is reproduced on any theme.

It is strange reproducibility. After fresh install of plasma-desktop all works as expected. But after 1-2 days buttons stops highlighting. May be changing some settings affects this behavior.

Seems like a deeper issue. When this happens to you, is it just the task manager that stops highlighting on hover? Or is it other things too? What about panel widgets and icons-only buttons? Do they also fail to highlight when you hover the mouse over them?

This is not a bug. I found problem in my system.
