No, actually, since they are scaled together with the whole UI, they are big enough on the high dpi screens as well. In case of vector shapes, I even believe they can be too big: I have a 4K screen and this is my wish (related, or even opposite of what you're proposing): bug 420213 .

Can you please include the contents of "Help -> Show system information for bug reports" in an attachment, and can you please make a screenshot of your whole Krita window with the handles in question visible? And please say whether you use UI scaling on your system, too. (That will help see the issue). Highlighting when the pointer is over the handle should be doable.
