SUMMARY
if you change your colour schemes anything other than breeze and you also change your gtk theme to breeze, there are some elements that do not change 

see the attachments for pictures 

STEPS TO REPRODUCE

1. open a gtk application like firefox/pamac-gtk 
1. in systemsetting colour 
2 change the colour scheme a colour to not breeze 
3. then go to the applicationstyle/gtk change the theme to another theme not breeze 
4. close systemsettings. 
5. open systemsettings and go to the gtk theme and change it to breeze 

OBSERVED RESULT

the firefox/any other open gtk app has a bad contrast or does not show well because it is using the previous colours  

the systemsettings header names are using the previous colour 


EXPECTED RESULT
the theme/colour changes correct for both gtk and qt apps correctly

The issue in Chromium is an issue specific to that app. Your first screenshot depicts a KDE app (System Settings, not a GTK app). So I'm a bit confused, sorry. Can you explain exactly which non-Breeze theme and color scheme you're applying, and exactly which apps are affected?
