Zone code problems

When the hour is single digit the time zone is not displayed correctly. See attached image for more info.

To view clearly the bug try to choose a time zone that has currently only one digit in hour then set time zone to be displayed as time zone city.

I'm afraid I can't fix it though. The code is slightly insane and makes my head spin.
