We believe this may be fixed with Plasma 5.22. Can you please re-test once it is released in a few months? Or you can test now using NDE Neon Unstable in a virtual machine.
I'm unaware of this. Did we fix something for local shortcuts? Looks like Qt issue, but the biggest question to me is how it works for top-level menus? Anyway, please report to Qt bug tracker and paste the link here. Thanks.
