SUMMARY
Previously, if an application had multiple windows open and one clicked on its icon, the "Present Windows" feature would activate showing that program's windows. This seems to have been changed in 5.20 to cycle through open windows instead. I have tried this with the "Clicking active task minimises task" option enabled and disabled.

Occurs on X11 NVIDIA and X11 MESA (Intel).

STEPS TO REPRODUCE
1. Open a program
2. Open a new window
3. Click on the icon

OBSERVED RESULT
Cycles through windows

EXPECTED RESULT
Activates present windows for that program

ADDITIONAL INFORMATION
I have been using Icons only task manager, don't know if this happens on normal task manager.

Did you try to change the 'Clicking grouped task' behavior in Task Manager settings?

Well, whaddya know, that did it, I feel pretty silly right now hahaha. I guess Plasma 5.20 reset my settings for the task manager and that's why I assumed it was a bug.
