These appear to be there now. The arm64 build is missing for reasons beyond me still, I'm entirely unsure what's up with that. The publishing log says the artifacts were uploaded https://build.neon.kde.org/job/focal_release_kde_plasma-discover_pub/11/console

Could it be that the user archives are incorrectly configured @jriddell?
