SUMMARY
when using the shortcut to launch krunner, the expected behaviour should be that using the shortcut again should close krunner. 

we see this behavior almost everywhere. when using the windows key, the application menu launches, but if you press the windows key again, the menu closes. Again the same behaviour for yakuake.

however we dont see the same behaviour with krunner. Is this intentional? if yes, why?

STEPS TO REPRODUCE
1. use a shortcut to launch krunner (eg. alt+space)
2. use the above shortcut again
3. 

OBSERVED RESULT
no effect

EXPECTED RESULT
krunner should close on using same shortcut when open

Lucky you! This was just implemented by Alexander Lohnau 5 days ago and will be available in Plasma 5.21. :)
