SUMMARY
When in icon view, you cannot navigate between sections "personal information" and "network", as well as between "hardware" and "system management" by pressing the up or down arrow key.

Works for me. Can you navigate *within* each group using the left and right arrow keys?

Yes, navigating left and right works, and also up and down between the other sections. It's just these two where it doesnt't work...

An it's also not a problem in list view.

Problem is, sometimes my mouse freezes and then I have to navigate via keyboard... ;-)

I'm having a similar issue where I can't navigate to System Information using only arrow keys. On my system the System Information heading is the final heading.

I think it's impossible to navigate to items that aren't initially visible. So if the settings window has a small enough geometry such that a scrollbar is required, then the hidden icons are inaccessible. This is based on the settings window's initial geometry -- resizing it does not fix the issue, but resizing it and restarting the settings app does fix the issue.

Maybe the problem was with my former laptop which only had a resolution of 1366x768?

Icons view is being removed for Plasma 6, so this bug will be no longer possible to experience there. :)
