Images pointing out where is the problem

Go to System Settings > Behavior of the workspace > Activities. When you hover on anyone show up a button to configure the Activity. If you click it, pop up a modal window with a field for assign a shortcut. That field doesn't save it.

I attach images.

Could you please try it out to see if it works for you?
