SUMMARY
Plasma panel is buggy. Hover window is messed up.

STEPS TO REPRODUCE
1. pin some apps in the panel
2. open some of them
3. keep hover over ( like in the video).

OBSERVED RESULT
weird glitch in hover (small window)

EXPECTED RESULT
everything should work as usual
