STEPS TO REPRODUCE
1. make sure "Enable automatic mounting of removable media" is disabled in system settings > Removable storage > Removable devices
2. insert a cd/dvd/bd disc into your optical device
3. try to eject the disc via Disks & Devices systray applet

OBSERVED RESULT
there is no way to eject a unmounted optical disc via Disks & Devices systray applet

EXPECTED RESULT
we should be able to eject via Disks & Devices systray applet regardless the disc is mounted or not

This appears to be a distro/hardware/user configuration issue. See https://wiki.archlinux.org/index.php/Optical_disc_drive#Disc_tray_autocloses

I can reproduce this issue on my hardware in the KDE Neon live session, but running `sysctl -w dev.cdrom.autoclose=0` fixes the issue.

The correct solution would appear to ask distros to set this, if appropriate, or figure out why it's not already set.

I have already added "dev.cdrom.autoclose = 0" to my /etc/sysctl.d/60-cdrom-autoclose.conf file
as workaround to bug 398465, but the bug described here persists. "Disks & Devices" offers no way to eject a unmounted optical disc. The disc is ejected as expected when I press the button of my optical device.

Still, the issue cannot be in the Disks & Devices applet. The issue is deeper, either in Solid (bug 398465), systemd, the device firmware, etc. But there's nothing the applet can do to work around those issues. I guess we can mark this as a duplicate of bug 398465.
