SUMMARY
No effect of Colors->Levels in rendered output

STEPS TO REPRODUCE
1. Insert a clip in timeline
2. Apply Color->Level and adjust Input white level 
3. Render timeline

OBSERVED RESULT
No change in levels

EXPECTED RESULT
A brighter picture

Fade in clip works.

In the render dialog -> disable "parallel processing" and try again.

I tried this, but found that only the red component was affected. I did select the "Luma" channel.

Then I switched to Lift/gamma/gain and adjusted the gamma, and this worked fine!

Problem solved!
