SUMMARY
In theory, we should not have the menus and tooltips and applications overlap each other in the taskbar. Instead, one should cancel the other unless they are in the same application. After a few clicks it almost becomes impossible to interact with the various controls. Preview windows also get in the mis and obscure other content. Screenshot of the problem is attached.

Are you using Wayland? This shouldn't ever happen on X11.
