SUMMARY
The brush smoothing stabiliser doesn't perform at all, it has been problem since long time now on macOS 

STEPS TO REPRODUCE
1. switch to brush mode
2. turn on brush smoothing to stabiliser 
3. there will be extreme lag or late results

If you've noticed this for a long time, it's most likely the normal behaviour of the Stabiliser brush smoothing mode.

Also, it would be useful if you can provide a link to a screenshot video of what you see.
