SUMMARY
Global Shortcut conflicts with another user's conf.

STEPS TO REPRODUCE
1. Install a fresh Kubuntu 20.04.1, and during installation process, create the default user(user0) by means of the installer of the Kubuntu;
2. Install all upgrades in Discover Software Center(up to 2020/09/21);
3. Create a normal user(user1) by means of "adduser" command in cli;
4.Login with user0, setup a global shortcut "Meta+K" for startting Kate;
5.Login with user1, setup a global shortcut(whatever) for startting Kate;
6.Test user1's shortcut.

OBSERVED RESULT
The shortcut for user1 will not work!
If we remove the shortcut entry of startting Kate for user0, then the ones for user1 works again!

EXPECTED RESULT
Any shortcuts should NOT conflict with ones of another users.

Linux: Kubuntu 20.04.1
KDE Plasma Version: 5.18.5
KDE Frameworks Version: 5.68.0

This is a weird issue, shortcuts from one user account have nothing to do with those of a different user account.

Do you still see this issue?
