Dashboard on neon unstable

SUMMARY
Compare the screenshots taken on neon unstable (no tooltip) and Arch Linux (with tooltip).

EXPECTED RESULT
icons with elided label should shown a tooltip on mouseover.

tooltip is working on both Arch and neon unstable.

Can reproduce this bug again on Arch Linux (Plasma 5.22) and neon unstable.

I cannot reproduce this on Kubuntu 22.04 with Plasma 5.25 – is this still reproducible?

I was just testing this today (in conjunction with another fix) and it looks like it got fixed too.
