STEPS TO REPRODUCE
1. Go to global design
2. Check "Default setting for the windows"
3. Uncheck it again

OBSERVED RESULT

Apply button stays active


EXPECTED RESULT

If nothing has changed, there's nothing to apply.

If we talk about the checkbox "Use theme's default border size" on KCM KWin Decoration, I don't reproduce it on Plasma 5.20.80

It should have been fixed by the work for the highlight changed.

That's good news! I'm still on 5.19.5, but if Nate cannot reproduce it any longer as well, feel free to mark it as "resolved fixed". :)
