Sorry, this is not very actionable as a bug report. If you mean that RTL layouts are generally broken throughout Plasma, then it's a huge undertaking to consistently implement them everywgere, and such thing shiuld be tracked as an "epic" with lots of subtasks on a task board (e.g. Phabricator). But then it doesn't have anything to do specifically with Fedora Linux or Global Menu which it is reported against. (Also: I've been working on improving RTL controls in Plasma and org.kde.desktop QQC2 style, so now at least basic things that you can see upon login should look much better.
