SUMMARY
Left to right on Right to left languages in Fedora

OBSERVED RESULT:
PLasma is Left to Right on Right to Left languages (Hebrew, Arabic, Persian, etc) in Fedora Linux.

EXPECTED RESULT
Plasma is Right to Left on Right to left languages in Fedora Linux.

Sorry, this is not very actionable as a bug report.

If you mean that RTL layouts are generally broken throughout Plasma, then it's a huge undertaking to consistently implement them everywgere, and such thing shiuld be tracked as an "epic" with lots of subtasks on a task board (e.g. Phabricator). But then it doesn't have anything to do specifically with Fedora Linux or Global Menu which it is reported against.

(Also: I've been working on improving RTL controls in Plasma and org.kde.desktop QQC2 style, so now at least basic things that you can see upon login should look much better.
