This started soon after updating the KDE Neon basis to 20.04. Note: On my Ubuntu 20.04 computer I had for a shot perion the same problems. But this got resolved within a week.
Could you ask Ubuntu developers which fix they applied so that it can be included in neon?
I am no longer sure, whether it is really fixed at Ubuntu. Sometimes it works on KDE Neon and sometimes not. Same on Ubuntu.
I have the printer connected via USB and WLAN. I was the printer get working on WLAN again after deleting the printer within CUPS (In browser: http://localhost:631) and installed it again with hp-setup command-line tool. I was not able to reinstall the USB driver with the command-line tool hp-setup. Here I got the error message: "Unable to communicate with the device. Please check the device and try again."
The same happened with the same printer with my Ubuntu 20.04. laptop. The error report is found here: https://bugs.launchpad.net/ubuntu/+source/hplip/+bug/1895896
Thanks for the reporting this downstream; changing status.
