you try to identify the bug using my config.

SUMMARY

latte panel glitches when I play videos in fullscreen on mpv (Profile gpu-hq enabled). The glitch starts happening when I exit out of fullscreen.

STEPS TO REPRODUCE
1. enable `profile gpu-hq` in mpv config.
2. run a video on mpv and go fullscreen.
3. now exit out of fullscreen.

OBSERVED RESULT
the latte-dock looks weird.

EXPECTED RESULT
latte panel should act normal.

1. you mean that line appearing at the top panel after the fullscreen video becomes normal?
2. what is your plasma theme?

If you don't use step 1,does it reproduce?

Lutris games (windows games) can also cause this to happen.

sorry I made a mistake it was happening because of (hwdec=auto). 

description of hwdec=auto
# Enable hardware decoding if available. Often, this does not work with all
# video outputs, but should work well with default settings on most systems.
# If performance or energy usage is an issue, forcing the vdpau or vaapi VOs
# may or may not help.

basically it enables hardware acceleration for mpv.

I suppose this is not Latte related but rather graphics drivers and window compositor responsibility...
