SUMMARY
I was required to reinstall Neon :(, and Okular presents me

> Unable to open QuickAnnotatingTools XML definition
with all the consequences.

It seems that /usr/share/okular/ contains all data files except toolsQuick.xml. Did we forget to add toolsQuick.xml to some cmake file, or did packagers do?

STEPS TO REPRODUCE
1. Install/launch KDE Neon
2. Launch Okular from command line

OBSERVED RESULT
No quick annotations

EXPECTED RESULT
Quick annotations

toolsQuick.xml is installed by ui/data/CMakeLists.txt. On my system (Manjaro) the file is installed correctly by the system official package.

Jonathan decided that for some reason toolsQuick should not be installed

On Neon Unstable, this causes Okular to crash on exit with the same message: "Unable to open QuickAnnotatingTools XML definition".

I also get this error message, when I try to open a PDF file. I think, I got this through an KDE Neon update.
