STEPS TO REPRODUCE
1. have an unmountable device in the places panel, e.g. an external HDD
2. make sure it is unmounted initially, or unmount it manually
3. right-click the item in the places panel for the unmounted device, and select "Open in New Window"

OBSERVED RESULT
A new window opens with the Home folder

EXPECTED RESULT
A new window opens with the folder of the selected device, optionally asking for any permissions to mount it.

ADDITIONAL INFORMATION
I assume this is a bug and not intended, because both selecting "Open in New Tab" as well as simply left-clicking the places item mounts the device before it opens after asking for permission.

Fixed in Dolphin 22.04.
