A while ago it worked but not now. It's a bit odd.

STEPS TO REPRODUCE
1. Being started Manjaro KDE, clic on Menu and hibernate option
2. Wait until it starts the laptop's last state, but it doesn't. It turns on like first time.

Memory: 15.4 GiB of RAM

For the record, how much swap do you have? The general recommendation is at least the same size as RAM, Red Hat recommends 1.5x the amount of RAM for 16GB.

In this laptop the OS was installed by the manufacturer, so they assigned it.

MiB Mem :  15726,4 total,   2514,4 free,   9749,7 used,   3462,3 buff/cache
MiB Swap:  17326,5 total,  17314,1 free,     12,4 used.   4119,2 avail Mem

Swap mark that it has 17326,5 (17G) and Mem 15726,4 (15G). In other words, it has a bit more swap assigned than available (16G).

Hibernation isn't something we configure and do; if it's not working properly, it's caused by an issue below us. I'd recommend following up with your distro.
