SUMMARY Colors don't apply when the apply button is pressed


STEPS TO REPRODUCE
1. Select a color scheme
2. Click apply
3. 

OBSERVED RESULT
Nothing happens. No applications are updated with the new color scheme. Applications started after the change also do not show the changes.

EXPECTED RESULT
I expect the color changes to apply and each application to redraw.

This started happening after upgrading to OpenSUSE 15.2.

Note that I am using the KDE Factory repository from OpenSUSE.

Do you notice any other problems with your system? Is your previously selected color scheme applied, or are you getting the default scheme?

I've had problems with one machine recently (fortunately, one one which I don't really "need" to run a desktop GUI) where it fails to start the KDE session correctly and all sorts of stuff goes wrong, including the wrong color scheme applied and inability to change it. In my case, it looks like maybe KDED failed to start, and I've been wondering if something systemic broke upstream...

The reporter indicated they were not using qt5ct; changing status for inspection.

Using qt5ct does seem to help but the amount of configuration appears limited.
