SUMMARY
Krusader has settings options to alter panel view display, e.g. numeric permissions, human-readable sizes, etc., but no provision to select date/time format.  Overall KDE/OS settings for formats ("locales") provide only for settings dictated by geo-political fiefdoms, and make no provision for individual user preference, which is what is ultimately desired.  For date/time, my personal preference is display in UTC based on international standard ISO 8601 (see https://www.iso.org/iso-8601-date-and-time-format.html), but goes quite a bit farther (CCSDS 301.0-B-4 section 3.5.1.1, https://public.ccsds.org/Pubs/301x0b4e1.pdf, which is freely available and applicable throughout the solar system (and beyond)).  A Further issue is inconsistency of displayed formats between Panel "Modified" column and Properties/Details/Modified display.

Varies from system to system and particular displayed area, e.g. "8/7/20 4:59 P.M." (or "2020-08-07 4:59 P.M.") in panel view, "Friday, August 7, 2020 4:59:10 P.M. EDT" in Properties/Details/Modified, and "Yesterday, 6:37:58 P.M. EDT" in Properties/Details/Accessed.

In the "Modified" column (and Changed/Accessed too), Krusader uses the short time format as defined in System Settings -> Regional Settings -> Formats.

The Properties window (Alt+Return) uses long format and it is brought by KIO, you can check that is identical to the Dolphin one.

Changing to whislist, we could offer the user a list of various date/time formats to be shown in the Panel columns (Modified/Changed/Accessed), with the option to define a custom (valid) one.

For the Properties window, the discussion must be shared with the KIO devs.
