The issue may be with icons. When I change the scaling to 80% all of the fit within the window and then it resizes properly

Can confirm, and seems like an issue with icon view. The icons themselves are scaling more/less than the window itself is!
After fiddling with 5.21 I think Bug 313116 and this one are related. Settings might have a guaranteed min. value which is messing up the scaling. Ktouch exhibits the same issue
Icons view is being removed for Plasma 6, so this bug will be no longer possible to experience there. :)
