SUMMARY

Right click on clip has no menu entry "Cut Clip".

STEPS TO REPRODUCE

Right click on a clip.

OBSERVED RESULT

No menu entry "Cut Clip".

EXPECTED RESULT

Menu entry "Cut Clip".

There is no About System in the Mint's (Xfce) menu.
Additionally, since you do not instruct me how to get all these versions...
...here's what I have for you:
$ plasmashell --version
bash: plasmashell: command not found
$ kf5-config --version
bash: kf5-config: command not found
$ plasma-desktop --version
bash: plasma-desktop: command not found
$ qmake-qt5 --version
bash: qmake-qt5: command not found

Please try with the current Kdenlive AppImage version 20.04.1b to see if there are any packaging issues https://files.kde.org/kdenlive/release/ 

If the problem/issue doesn't occur when using the AppImage, then it's your configuration or packaging.

Yes, it's a) a problem with my set up, or b) some other package/developer is to blame, or c) you need to me to perform additional actions because you're too busy to look into this.

It may help if you run the Appimage from the terminal (press CTRL + ALT + T). Move to the AppImage folder and run the AppImage:
 ./Kdenlive*.AppImage. 

Then you see what are the missing parts of the installation. If there are some parts missing update Linux: 
sudo apt-get update
sudo apt-get upgrade
sudo apt-get dist-upgrade.
