SUMMARY
It seems the the location of plasma_engine_potd has been moved from $HOME/.cache/plasmashell to /tmp.  This results in the cached image being deleted after each reboot and having to be reset by the user.

STEPS TO REPRODUCE
1. Set wallpaper type to Picture of the Day and set a provider.  
2. Verify wallpaper is visible, not a blank screen.
3. Reboot.

OBSERVED RESULT
Wallpaper is not visible.  Screen is blank (shows background color as set in preferences).

EXPECTED RESULT
Wallpaper is visible (or updated if new wallpaper is available from provider).
