This will make it immediately clear that it's possible to do so even before the first feedback report is sent.

It should also be shown when the slider is in "Disabled" position.

Always show the "View previously submitted data..." link

We enable and disable it as needed now, rather than hiding and showing
it. This should make it more obvious to the user that such a feature
exists even when they haven't turned on data collection.
