SUMMARY
KDE Neon provides its own package builds for most of the KDE telepathy components, but does not provide a package for kde-telepathy-contact-list. This package is still provided by upstream Ubuntu, and attempting to run ktp-contactlist produces the error:

ktp-contactlist: symbol lookup error: ktp-contactlist: undefined symbol: _ZN3KTp14GlobalPresence11setPresenceERKNS_8PresenceE

Just did a distribution upgrade and the ktp-contactlist application launches without issues now, closing as fixed.
