SUMMARY
Add a Move default Action to Window Behaviour/Titlebar Actions
STEPS TO REPRODUCE
1. On clicking and dragging the window titlebar, it maximizes by default. 

OBSERVED RESULT
Maximizes by default

EXPECTED RESULT
I want the window to drag, follow the mouse


SOFTWARE/OS VERSIONS

Linux/KDE Plasma: Neon
(available in About System)
KDE Plasma Version: 5.19
KDE Frameworks Version: 5.73
Qt Version: 5.14

ADDITIONAL INFORMATION
I expect to be able to click and drag the window title by default.  Instead it maximizes.  This may be because someone has forced the client to operate remotely?  I have been hacked.  How can I tell if my apps are hosted remotely?  I cannot find a setting that allows me to make this the default action.

It only maximizes a window when you drag it to the top of the screen. You can disable that behavior in System Settings > Workspace Behavior > Screen Edges > uncheck "Maximize windows dragged to top edge".
