Try going into System Settings > Display and Monitor > Compositor and uncheck "Allow applications to block compositing".
Unchecked, reboot. But no effect.
Alright, then I'm going to need a little more information. - Wayland or Xorg? - Can you reproduce it consistently and without any other programs open (check your autostart) - is this "old" panel functional? - could you provide the system information from kinfocenter I've seen the exact behavior like this before and the reason was a disabled compositor. There is also a shortcut to Suspend Compositing (default Alt+Shift+F12) maybe try pressing that when the "old" panel shows.
