SUMMARY
I want to hide the text under the Desktop Icons and have the text hover instead when the cursor passes over them.

This feature isn't added yet.

STEPS TO REPRODUCE
1. Right-Click
2. Icons
3. Text
4. Hide or Show

OBSERVED RESULT
Doesn't exist

EXPECTED RESULT
Hides Text under Desktop Icons and Moves them to Hover Mode.

This is a hack that best describes it but deletes the text instead of hides it.

Yes your right. I have like 50-60 Apps and it's an eye sore to read daily text like "LibreOffice Calc" and "LibreOffice Writer" etc. I know what they look like so it would make sense to see "icons without text" or vice-versa.
Some people like text and others (like me) hate text.

I wonder if a floating icons-only task manager or quicklaunch widget full of pinned apps might be a better solution than being able to turn off text for desktop icons.

...Indeed, I think it would. I don't think we'll be able to add this option, sorry. It would wind up being one of those ways for inexperienced or adventurous users to accidentally shoot themselves in the foot. I would recommend using a floating icons-only task manager or quicklaunch widget instead.
