SUMMARY


STEPS TO REPRODUCE
1. Click on one of the lasso tools
2.try to make a selection 

OBSERVED RESULT
either does not work or makes multiple/overlapping selections

In the Tool Options docker, can you check that the Action: for the selection tool has been set to Replace, and not Add or any other action.
What you describe does sound like the Add action is being used.
