SUMMARY

If I try and make shortcuts with keys that are modified by shift (e.g. 4 turning into $), shift is recognised as a modifier for that shortcut.
For example, if I map Meta+Shift+4 to send a window to workspace 4, it registers as Meta+Shift+$, which makes it so it never works.

STEPS TO REPRODUCE
1. Going to global shortcuts and attempting to record a shortcut with shift and a key modified by shift 

OBSERVED RESULT
The newly registered shortcut doesn't work

EXPECTED RESULT
The shortcut should work
