It would be nice to be able to drag and drop open files from the task manager. I'm thinking in particular of attaching an open PDF or photo to an email, or a web form.
You can drag-and-drop items from the Task Manager to all sorts of interesting places already, but the task manager doesn't show files, it shows applications and windows. Can you clarify how you're envisioning dragging-and-dropping files from the Task Manager into an email?

While the Task Manager shows applications and windows, these will often have some file open. When this is the case (e.g. with Okular, or Calligra), dragging and dropping from the Task Manager would drop the document open in that window.
That feels like it could be hard for the user to predict. For example in Okular, dragging the task manager icon would drag the application itself while there were no documentss open, but drag the document when there is a document open. And there would always be a behavioral inconsistency for document-based apps vs other apps. I suppose we could badge the icon with a little document symbol or something. But I think a better solution would be Bug 390797. Can you check that out and see if you agree?
That sounds close, though perhaps the proxy icon could also be shown in the full task manager. That way, you don't need to restore the window before dragging from it.
Seems reasonable.
In retrospect I don't know if this would be feasible due to the limited space available. Tasks already have a lot of stuff on them at various times, and adding another thing would make them even more cluttered. I don't know if we can do it, sorry.
