Hi! Since it's unlikely it's a bug in Krita, could you please go to user support forum like krita-artists.org instead? There are multiple reasons why the situation you are talking about can happen and supporters there will be happy to untangle it and understand and see if there is a bug or maybe you just need to change settings a bit. This website (bugs.kde.org) is more development-oriented while the forum (krita-artists.org) is user-oriented and more user-friendly, too.

It is a problem caused in the krita program. If it wasn't, I would be able
to change the brush shape in the brush settings. I restarted my computer
with the program still on it, and after that krita stopped working
properly.

Can you please provide a screenshot or screen recording showing the problem? The description isn't really enough for me to understand what you mean.
