SUMMARY
Mouse cursor for text and resize is not centered around the position pointed to but appears at the lower right side of it.

STEPS TO REPRODUCE
1. Hover mouse cursor on a text field or window border

OBSERVED RESULT
The text and resize cursor is on the lower right side of the position pointed to.

EXPECTED RESULT
The text and resize cursor is centered around the position pointed to.
