Contrary to the option title which includes "(takes effect immediately)", enabling the option only works for newly maximized windows (i.e. if I have a maximized window and I enable the option, I need to first unmaximize it and then maximize it again to get rid of the titlebar). 

Disabling the option, however, does indeed take effect immediately (i.e. all maximized windows immediately get a titlebar).

Active Window Control was archived, and saw its last update 2 years ago. All bugs for it are being closed.
