systemsettings option powersave when screenlocking

It would be great to have that feature in Plasma than computer makes noise less when not in use.

    Remove cpufreq and cpuhotplug options
    
    Offering these settings in the UI suggests that it actually makes sense
    to setup something here. In the vast majority of cases, the kernel makes
    the right decisions here, hence the options are misleading.
    
    For cornercases where you need to set these options, you directly call
    solid-powermanagement or a similar tool to do what you want.

Unless that decision is refuted at its core and we re-expose all the options having one here for screensaver doesn't make sense.
