I needs this feature (Pixel Aspect Ratio) for works with drawing images and 2d sprites; its requires for screen with non-square pixels. I can't view correctly images with non-square pixels (like old TV or handled devices with LCD screens).

I'm sorry, but I'm pretty sure we're not going to do this; it would add a significant amount of complication to the code for a feature which isn't useful for our target audience. While people do pixel art and sprites in Krita, that is not what we're making Krita for (see our focus statement on the front page of krita.org).
