Reproduced also when opening a sub menu in a the context menu of a panel.

Right click on a panel > hover over add a panel > instead of a submenu we have a window.

it seems related to bug 417378

The problem is that the app menu window has no parent, so Qt resorts to creating an xdg_toplevel surface rather than an xdg_popup surface. It's a dup 417378.
