SUMMARY


STEPS TO REPRODUCE
Unfortunately I'm not able to reproduce. I happens "randomly" after waking up the computer, when it's locked and when it's inactive for a few minutes.

OBSERVED RESULT
No blur and no rounded account picture.

EXPECTED RESULT
Blurred background and rounded account picture.

Windows:

It looks like the graphics are using fallback software rendering mode. I have periodically experienced this at as well--but also cannot reliably reproduce the issue.

FWIW I haven't seen it in Plasma 5.19 or 5.20 at all though. We might have fixed it in a version newer than 5.18.

Any chance you could upgrade to Plasma 5.19 (perhaps using the Kubuntu backports PPA) and seeing if you ever experience it anymore?

No, I use Kubuntu and I don't want to break my system.
Is this PPA official from the KDE team?

It's from the Kubuntu team: https://launchpad.net/~kubuntu-ppa/+archive/ubuntu/backports

I understand if you don't want to do that though. In that case you'll just have to take my word that it's fixed. :)

No idea, sorry. You'll have to contact the Kubuntu packagers. It's possible that they simply haven't packaged Plasma 5.19 yet.

This bug affects KDE 5.18.5 and I can't upgrade it since newer versions aren't available in Kubuntu Backports

In my case, I can completely reproduce it everytime I resume from suspend. I have a NVIDIA GPU with latest beta NVIDIA driver and Plasma (Arch Linux) and this issue still occurs. (I am the reporter of this bug here:- https://bugs.kde.org/show_bug.cgi?id=443509)
